2-1-1 is an easy to remember, free telephone service that connects you to important community services in Laramie County. 2-1-1 is the direct link between people who need and people who can give help. The 2-1-1 call center serves the entire State of Wyoming. Depending on local resources, referral services include:

  • Food banks, shelters, and rent/utility assistance
  • Health insurance programs, crisis intervention services, support groups, counseling, drug and alcohol rehabilitation
  • Employment support
  • Support services for children and the elderly

Wyoming Free Tax Service

Wyoming Free Tax Service is designed to help hardworking families who earn $65,000 or less annually with free tax preparation. This program is operated by certified volunteers and allows our neighbors the opportunity to file and direct deposit their tax refund for free and ensure proper tax credits are utilized. We provide two different ways to have your taxes prepared for free – either at our Free Tax Service sites or online through

Volunteer Income Tax Assistance (VITA)

The Volunteer Income Tax Assistance (VITA) sites are where an IRS-certified volunteer will help prepare your taxes and see what credits you may qualify for. Wyoming Free Tax Service, Laramie County Community College, AARP and United Way of Laramie County provide this service.

United Way of Laramie County and My Free Taxes are making it even easier to file your taxes when it’s convenient for you! You can log on 24/7 to and file your taxes for FREE! If you run into any problems, or have any questions, you can call 1-855-698-9435 for assistance. Using this site, you will be able to:

  • Use free tax preparation and e-filing of your federal and state return (if your income is $60,000 or less).
  • Get assistance; if you have questions, you can call a certified tax coach using the toll free number or email address provided.
  • Obtain knowledge and understanding about filing your return.

Human Services Advisory Council (HSAC)

The HSAC is made up of United Way of Laramie County, the City of Cheyenne, and Laramie County - working together to invest the 5th penny sales tax human services commitments to fulfill the needs of Laramie County.

United Way of Laramie County is under contract with the City of Cheyenne and Laramie County government to oversee the HSAC to manage the human services portion of the 5th penny sales tax. In this capacity, United Way of Laramie County works with the City of Cheyenne and Laramie County to:

  • Initiate a common grant application process
  • Conduct joint hearings on funding requests
  • Establish policy recommendations concerning future funding and delivery of human services proposals to the appropriate governing bodies
